What is Homeowners' Association?

A homeowners' association (HOA) is an organization that manages and maintains a community of homes or a housing development. It is made up of the homeowners of the community, and is typically governed by a board of directors. The association's main responsibilities are to enforce community rules and regulations, maintain common areas, and manage community finances. These responsibilities are usually outlined in the community's Covenants, Conditions, and Restrictions (CC&Rs). Homeowners' associations may also provide additional services such as security, recreational facilities, and community events.
